University of Maryland University (UMUC) seeks an Assistant Vice President of Institutional Effectiveness and Assessment (AVP) is responsible for providing direction and oversight for institutional effectiveness and assessment inside and outside of the classroom, including program assessment, student learning outcomes, student satisfaction measurement, institutional research, and continuous improvement. The incumbent is responsible for leading, developing, and managing the university's academic assessment processes to ensure effective procedures and reporting on the quality of student learning, including program and general education outcomes assessment. The AVP works with University leadership to provide support for curricular matters to ensure quality in alignment with UMUC’s institutional mission and strategic objectives. The AVP supports University accreditation matters in the area of assessment, continuous improvement and compliance, including creation of self-studies and reports, preparation for site visits, and creation of other supporting documentation.
The AVP goes beyond curricular matters to oversee a comprehensive program of institutional research designed to support the mission of the university, to inform management decision-making and planning. These responsibilities include the management of all institutional effectiveness processes (including direct and indirect performance metrics, research, planning, and reporting to support the performance of the University), its academic programs, and its student service units in relation to continuous improvement and to facilitate student success and compliance with the University’s own performance indicators and those of its accrediting and regulatory agencies. The AVP also ensures that student satisfaction and complaint data is analyzed for patterns which can be addressed through documented processes, with results tracked over time.
The AVP actively builds and facilitates a culture of evidence, assessment and continuous quality improvement across the institution; provides expertise and support to administrators, faculty and staff for continuous academic program assessment; and contributes knowledge of new, cutting-edge assessment approaches based on industry best practices. This position reports to the Chief Academic Officer.
Required education & experience: An earned Master’s degree from a regionally accredited institution of higher learning (preferably in assessment, measurement, education research, social science research, program evaluation, curriculum and instruction, educational administration, or a closely related field); at least seven (7) years of experience in: upper level management in higher education; assessment including oversight of programmatic assessment, methodology, educational research design, accountability issues, and student learning outcomes; three (3) years of academic leadership in postsecondary education, preferably in a non-traditional institution of higher education; as well as experience leading teams and coordinating cross-functional initiatives.
Preferred education & experience: An earned doctoral or terminal degree from a regionally accredited institution of higher learning; interest in and commitment to innovative and authentic assessment of student learning and improvement of the student educational experience; strong quantitative and qualitative research methods and design, data collection, statistical analysis and reporting skills, including ability to tailor reports to a variety of stakeholder audiences; proven experience in the design, organization and management of complex projects; demonstrated ability to interpret and disseminate institutional assessment data and use of results; a record of successful service leading a curriculum and/or assessment committee or similar shared governance group; knowledge and application of assessment principles, tools and best practices in higher education; ability to build relationships and work productively with diverse faculty and staff from multiple disciplines and divisions across an organization; excellent interpersonal and oral communication skills, including ability to communicate complex issues to a variety of internal and external audiences, with emphasis on translating data into meaningful and actionable; strong computer skills and fluency in a variety of job-related software programs (e.g., MS Office suite, statistical software, learning management system, assessment management system); ability to quickly learn new programs as needed; superb writing skills; excellent organization skills, self-direction, and the ability to work both independently as well as part of a team; meticulous attention to detail and high degree of accuracy in all work products; ability to work in a dynamic, fast-paced environment, and respond rapidly to change; commitment to diversity and to serving the needs of a diverse population.
